About Us

Regina Glenn has more than 35 years of experience in management, marketing, training, and diversity inclusion with a strong emphasis on the diversity management for large public work contracts working with government agencies on transportation and water projects. Her responsibilities have included community outreach, public involvement, strategic planning, diversity and inclusion management, project management,  and diversity plan development, communication plan development. 


Regina has managed small business training and development, diversity compliance and  quality control, outreach and interviewing for disparity studies, DBE/MWBE  reports, facilitation, and focus group development. Most recently Regina developed the Multicultural and Small Business Development program for the Seattle Metropolitan Chamber of commerce.  Currently, Regina manages the Diversity and Inclusion Program for HDR Engineering, supporting the 1.64 Billion SR 520 Bridge Replacement and HOV Program. Pacific Communications Consultants, Inc. also provides small business outreach for the Pine Street Group’s $1 billion dollar “ADDITION” project for the Washington State Convention Center.


Regina founded Pacific Communications Consultants, Inc., and Diversity Business News in 1991 in Seattle, and has held various positions during her career. Regina was the Vice President for Small Business Development at the Seattle Metropolitan Chamber of Commerce, Manager for Public Affairs for Contel Telephone Company,  Director of the City of Seattle's Department of Licenses and Consumer Affairs, Deputy Director for WA State Department of Retirement Systems, and Assistant to the City Manager for the City of Tacoma. Regina graduated with an MBA from the University of  Puget Sound in 1970. She has been Women in Business Woman of the Year, SBA advocate of the year, NW Mountain MSDC John Gilmore winner, and Minority Supplier of the Year.
